Hap Eckhart was a police detective from Los Angeles and partner of Will Dormer.
The two detectives were involved in a case of child abuse, and the accused man was going to get off despite their certainty that he was guilty. They planted blood on the man's clothes in order to incriminate him and have him sent to prison.

Dormer and Eckhart were drafted to Nightmute in Alaska to investigate the murder of the schoolgirl Kay Connell. However, internal investigations were poking into the affair with the child murderer. When they cornered the murderer he ran off into the fog, and in the chase Dormer accidentally shot and killed Hap.
